Procurement law or rules: Kerala Stores Purchase Manual (revised edition, as amended)
Local MSE benefits: Under Para 8.27 of the Stores Purchase Manual, as amended by G.O.(P) No.3/2021/SPD of 22 March 2021, MSMEs working in Kerala that hold Udyog Aadhaar or another MSME Ministry registration are exempt from tender fee, EMD and performance security.
GeM in Kerala: Kerala made GeM mandatory for all government departments for goods and services above Rs 25,000 that are available on GeM (G.O.(P) No.7/2019/SPD, 26 April 2019). A Head of Department may buy outside GeM after recording reasons.
