Where tenders are published: eProcurement System Government of Tamil Nadu
Procurement law or rules: Tamil Nadu Transparency in Tenders Act, 1998 (Tamil Nadu Act 43 of 1998) and Tamil Nadu Transparency in Tenders Rules, 2000
Local MSE benefits: Micro and small enterprises in Tamil Nadu are exempt from paying EMD in tenders called by state departments, state corporations, boards, local bodies and co-operatives if they show a Udyam Registration Certificate (G.O.(Ms).No.199, Finance, 27 June 2022, issued under Rule 14(1) of the Tender Rules).
GeM in Tamil Nadu: Tamil Nadu has not mandated GeM: since G.O.Ms.No.6, Finance (Procurement Cell), 9 January 2026, GeM is notified only for buying vehicles by online bidding and for centrally sponsored or central sector schemes where the Centre requires GeM.
Before you bid: Most Tamil Nadu department tenders run on tntenders.gov.in rather than GeM, so register there first.
Keep your Udyam Registration Certificate ready to upload, because it is the proof Tamil Nadu accepts for the MSE EMD exemption.
