How tendering works in Karnataka

Where tenders are published: Karnataka Public Procurement Portal (KPPP)
Procurement law or rules: Karnataka Transparency in Public Procurements Act, 1999 (Karnataka Act 29 of 2000), with the KTPP Rules, 2000
Local MSE benefits: Section 6C of the KTPP Act, added by the 2018 amendment (Karnataka Act 6 of 2019), lets the state give preferences to micro and small enterprises on terms it prescribes. Check each tender for the preference it applies.
GeM in Karnataka: Karnataka put GeM into law: Section 6B of the KTPP Act (2019) allows GeM purchases, and Rule 3A of the KTPP (Amendment) Rules, 2020 (Finance Dept notification of 7 May 2020) tells procurement entities to buy goods and services on GeM, subject to conditions.
Before you bid: Since the 2018 amendment (Act 6 of 2019), Section 7 of the KTPP Act requires every procurement under the Act to be carried out through KPPP, so state tenders appear there and not in the old tender bulletins.
Under KTPP Rule 3A, purchases above the Act's direct-purchase limits must use GeM's online bidding or reverse auction, and buyers may apply the concessions available on GeM.
