How tendering works in Assam

Where Assam publishes its tenders, the rules it buys under, and what local MSEs can claim.

Where tenders are published: eProcurement System, Government of Assam
Procurement law or rules: Assam Public Procurement Act (Assam Act XXIV of 2017), with the Assam Public Procurement Rules, 2020
Local MSE benefits: Under the Assam Procurement Preference Policy, 2021 (in force from 29 Jan 2022), local MSEs and Assam startups quoting closest to a non-MSE L1 get 25% of the quantity. Startups registered in Assam also get free tender sets and 50% off EMD and security deposit.
GeM in Assam: Assam signed an MoU with GeM on 11 July 2017 so that state departments can buy goods and services through GeM.
Before you bid: To get Assam's preference, an MSE needs Udyam registration, production facilities in Assam, a head office in Assam and at least 90% local staff.
The preference does not apply to purchases under Rs 5 lakh or to externally aided projects. If your price is more than 20% above L1, you get only a 20% price preference.
