How much time a GeM bid gives you
GeM's terms say a bid must stay open at least 10 clear days between publication and the last date for submission. Buyers can allow longer, and many use the minimum. Take out a weekend and the days before you found the tender, and the time left to prepare can shrink to four or five days.
The counter reads the deadline as Indian Standard Time and shows working days as well as calendar days, because banks, OEMs and certifying authorities mostly work Monday to Friday. Public holidays aren't counted, so take those off yourself.
The slow documents
The OEM authorisation (MAF) is usually the slowest document. It takes 2 to 4 working days with a strong OEM relationship and 1 to 3 weeks for an international OEM that needs regional HQ approval. Request it the day you decide to bid. The counter marks which of those turnaround times still fit before your deadline.
A Class 3 DSC is mandatory on CPPP and the state eProcurement portals. It's issued on a USB token after eKYC and video verification and takes a few days. GeM also accepts Aadhaar eSign. Check that your DSC hasn't expired well before bid day.
On GeM there's no EMD under ₹5 lakh estimated value. Above that, non-exempt sellers upload a scanned copy with the bid and send the hard copy within 5 working days of bid opening. MSEs and DPIIT-recognised startups claim the exemption in the bid instead. The EMD calculator gives the amount.
Common questions
How many days is a GeM bid open?
GeM’s General Terms and Conditions say a bid must give at least 10 clear days between publication and the last date for submission. Buyers can allow longer, but 10 days is the floor and buyers often use it.
How long does an OEM authorisation (MAF) take?
Typically 2 to 4 working days with a strong OEM relationship, 3 to 6 working days through a routine channel, 1 to 2 weeks for a first request to a new OEM, and 1 to 3 weeks for an international OEM that needs regional HQ approval. Request it the day you decide to bid.
Do I need a DSC to bid on GeM?
A Class 3 DSC is mandatory on CPPP and the state eProcurement portals. GeM also accepts Aadhaar-based eSign. A DSC is issued on a USB token after eKYC and video verification, takes a few days, and expires, so check its validity before bid day.
Does the counter include public holidays?
No. Working days are counted Monday to Friday after today, in IST. Take off any public holidays that fall before your deadline.
