## What ePBG is

ePBG, the electronic performance bank guarantee, is the security you give a GeM buyer after winning a bid or reverse auction. The buyer picks the percentage while creating the bid, up to 5% of the contract value, and shows it in the bid, so you can see it before you quote. GFR 2017 Rule 171 puts performance security for goods and services at 3% to 5%. Contracts placed by direct purchase, L1 purchase or push button procurement need none.

## The dates that matter

You have 15 days from the award of contract on GeM to submit it, and your payments only fall due once the buyer has received and verified it. Miss that deadline and the buyer can forfeit your EMD instead. The guarantee must stay valid for 2 months beyond the completion of all contractual obligations, warranty included. GFR Rule 171(ii) says sixty days, so the calculator shows whichever of the two dates is later. Once everything is done, the GeM terms say the buyer refunds it within 30 days, without interest.

Warranty usually sets the validity date. Under GTC clause 10, goods carry a one-year warranty from final acceptance unless the bid sets a longer period, so a goods ePBG often stays out for well over a year. If the contract period is extended, you have to extend the guarantee to match.

## Before you bid

Note the percentage and duration and check that your bank limits can carry them. An e-BG through NeSL is the quickest for a buyer to verify. An insurance surety bond is accepted under both the GTC and GFR Rule 171 and needs no collateral, if the bid allows one. The MSE exemption covers EMD only, so plan for the ePBG even if you skipped the EMD. Your EMD comes back within 15 days of the buyer receiving the ePBG; the [EMD calculator](/tools/emd-calculator/) shows how much that is.

 FAQ

## Common questions

How much ePBG is required on GeM?

Up to 5% of the contract value. The GeM General Terms and Conditions let the buyer choose the percentage and require it to be shown in the bid. Under GFR 2017 Rule 171, performance security for goods and services should be 3% to 5% of the contract value.

When is the ePBG due on GeM?

Within 15 days from the award of the contract on GeM. Your payments only fall due after the buyer receives the performance security and verifies it, and failing to furnish it in time is a ground for forfeiting your EMD.

How long must the ePBG stay valid?

For 2 months beyond the completion of all contractual obligations, warranty included (GFR Rule 171(ii) says sixty days). Goods carry a one-year warranty from final acceptance by default under the GeM terms unless the bid says longer.

Do MSEs need to give an ePBG?

Yes, unless the bid says otherwise. The MSE exemption covers bid security (EMD), not performance security.
