 The short version

Free tender groups on Telegram and WhatsApp mostly repost public tenders with no filtering, so you get everyone's categories and everyone's states.

 Key takeaways
- Free tender groups on Telegram and WhatsApp mostly repost public tenders with no filtering, so you get everyone's categories and everyone's states.
- No one can fix a tender or guarantee L1 for a fee. Treat any paid 'tender setting' offer as a red flag and never share your GeM login or OTP.
- Joining an ordinary WhatsApp group shows your phone number to every member; a Telegram channel only shows you the admin's posts.
- Every tender is published free on GeM, CPPP and state portals, so a group is a copy of public data at best. Check anything important at the source.
- A filtered alert bot sends only the bids that match your states and categories, with the deadline and EMD in the message.

Search for “tender Telegram group” or “tender WhatsApp group link” and you’ll find plenty to join. Most of them post the same public tenders you could find on GeM or CPPP yourself, only unfiltered, mixed in with forwards, and sometimes with offers you should run from. This post covers what you actually get, how to judge a group, the free official routes, and where a filtered alert fits.

I build TrackTender, a paid tender alert service on Telegram and WhatsApp, so I’m not neutral. I’ve kept this to what I could verify, and I’m not naming or linking any specific group. Some are run by people trying to help, and there’s nothing wrong with joining one with your eyes open.

## What do you actually get in a free tender group?

A typical tender group or channel reposts new tenders as text, a screenshot, or a link. Some admins do it by hand, some run a script. Either way the contents are public: every Indian government tender is published on a free portal before it reaches any group.

What changes is how it reaches you. Here’s what I see most often.

### Volume, with no filter for you

A group serves all its members at once, so it can’t filter for any one of them. A furniture supplier in Pune gets the same feed as a solar installer in Lucknow. You end up scrolling past dozens of bids to find the one that fits your category and the states you can deliver to, and on a busy day the right one scrolls away before you see it.

That is the same firehose problem I described in [what SMEs get wrong about finding tenders](/blog/what-smes-get-wrong-about-finding-tenders/). People stop reading alerts they can’t use.

### Forwards with no source

Screenshots and forwarded text often lose the bid number, the buyer or the closing date. Some posts are stale: a tender that closed last week, or one that was later amended. Unless the post links to the official listing, you can’t tell what’s current without searching the portal yourself.

### Messages that aren’t tenders at all

In open groups where anyone can post, tender posts sit next to ads for registration agents, document services and “consultants”. Some of those are legitimate businesses. Some aren’t, and the next section is about those.

## How Telegram groups, channels and WhatsApp groups differ

People call all three a “group”, but they work differently, and that changes both how much noise you get and who sees your number.

Telegram’s own FAQ separates the two. Groups can hold up to 200,000 members and anyone allowed can post. Channels have unlimited subscribers and only the admins post, so you see the admin’s messages and nothing from other subscribers. Telegram also says you can message in groups without making your number visible; by default it is shown only to people who already have you saved.

A regular WhatsApp group is a shared chat, and the other members can see your phone number. WhatsApp’s number-hiding setting was built for Communities, and reports at launch said admins could still see members’ numbers.

FormatWho can postWho sees your numberNoise level
Telegram channelAdmins onlyNot shown to other subscribersAdmin’s posts only
Telegram groupMembers (if allowed)Hidden by default, per Telegram’s privacy settingsAnyone’s posts
WhatsApp groupMembers (if allowed)Every memberAnyone’s posts
Alert bot (one-to-one chat)The service onlyThe service onlyOnly what matches you

If you want to read tenders and not much else, a one-way channel or a one-to-one bot exposes the least.

## What are the real risks in tender groups?

Most posts in most groups are harmless copies of public tenders. The problems below are the ones that cost people money.

### Paid “tender fixing” and “L1 guarantee” offers

Nobody can sell you a tender win. On GeM and CPPP, bids are opened and evaluated on the portal, and L1 is just the lowest-priced bid among the ones that qualify. I explain how that ranking works in [L1 bidding explained](/blog/l1-bidding-explained/). Someone offering to “set” the result for a fee is either lying or offering to break the law.

In Mandi, Himachal Pradesh, police registered a cheating case after a trader said he paid about ₹20 lakh to people who promised him a government supply order through GeM. The order never existed, and he was sent fake emails and documents to keep him waiting.

### Requests for your GeM login, OTP or bank details

Another reported case: a man posing as a government broker offered to arrange OEM authorisation codes for a contractor and then talked him into sharing his GeM login. He changed the bank details on the account and diverted about ₹31.34 lakh in portal payments to himself. Police have arrested him.

A tender group can tell you a bid exists. Nobody in it can sell you the result, and nobody needs your login to help you.

### Your number in a stranger’s hands

In a WhatsApp group with hundreds of members, your number is visible to all of them, including people you’d never knowingly give it to, and any of them can call or message you. To limit who can add you, WhatsApp lets you set its Groups privacy setting to “My Contacts” or “My Contacts Except”, so anyone else has to send you an invite instead.

## How to judge a tender group before you trust it

Give any group a week before you rely on it. These checks take a few minutes:

- **Does each post link to the official source?** A GeM bid number or CPPP tender ID you can search yourself is worth far more than a screenshot.

- **Are the dates current?** Check two or three posts against the portal. If closed or changed tenders keep appearing, the feed isn’t maintained.

- **Who can post?** An admin-only channel stays on topic. An open group fills with ads.

- **Is anyone selling outcomes?** “Guaranteed order”, “L1 setting”, “tender approval charges”: leave.

- **Does anyone ask for credentials?** No one needs your portal password, DSC PIN or an OTP to share a tender with you.

- **How much of it is yours?** Count how many posts in a week match your category and states. If the answer is one or two, you’re doing the filtering yourself.

## What the official portals give you for free

Every tender a group posts came from a government portal first. Registering and searching on these is free, and they’re the only place a tender’s details are authoritative.

PortalWhat’s on itCost to search
[GeM](https://gem.gov.in/)Goods and common services bought by central and state buyersFree
[CPPP (eprocure.gov.in)](https://eprocure.gov.in/cppp/)Central ministry, department and many PSU tendersFree
State e-procurement portalsState department and local body worksFree
IREPSRailway tendersFree

The catch is that portals are passive. You have to log in and search, on each portal, every day. Where a portal lets registered users save searches or set notifications, switch them on. I’ve laid out the full routine in [how to find government tenders in India](/blog/how-to-find-government-tenders-india/).

## What a filtered alert bot does differently

A group sends everyone the same tenders, while a filtered bot sends each person only the bids that match them. Doing that matching is why TrackTender charges and groups don’t.

### What TrackTender sends

TrackTender reads new GeM bids and matches them to you by state, which it takes from the consignee address in the bid, plus the categories or keywords you choose. Once a day, at 9 AM, you get a digest of your top 10 matches.

On Telegram, each match is a card with:

- bid number and title

- the keyword that matched

- buyer and location

- deadline, with days left

- EMD

A “Full details” button adds the quantity, the source and a link to the bid document. On WhatsApp the same digest arrives as plain text. It comes in a one-to-one chat, so no other subscriber sees your number.

### What it doesn’t do

Today it covers GeM tenders only; more portals are planned. It doesn’t cover private tenders and it doesn’t attach PDFs. It links to the bid document on GeM. And it can’t help you win: it tells you a matching bid exists, and the decision and the bid are yours.

You set your states and categories on the dashboard at [/subscribe/](/subscribe/). The Starter plan is ₹300 a month, ₹30 for the first month, and covers three states and three categories.

Only your tenders, once a day

Instead of scrolling a busy group, get the GeM bids that match your states and categories in one 9 AM digest on Telegram or WhatsApp, with the deadline and EMD in each match.

First month ₹30 (about ₹1/day), then ₹300/month. Cancel anytime.

If you need CPPP or state portals covered today, a free group plus your own portal checks may serve you better for now. I compared other paid options fairly in [best tender alert services in India](/blog/best-tender-alert-services-india/).

## Where to report a tender scam

If someone in a group has taken money from you for a tender that never came, act quickly:

- Call 1930, the national cyber crime helpline, or file at [cybercrime.gov.in](https://cybercrime.gov.in/). Reporting early gives the bank a better chance to hold the money.

- Report the number through Chakshu on the [Sanchar Saathi](https://sancharsaathi.gov.in/sfc/) portal if you received fraudulent calls, SMS or WhatsApp messages.

- Change your GeM password and check your bank details on the portal if you ever shared a login.

Free tender groups are fine for spotting leads, as long as you check each tender on the portal before acting on it and never pay anyone who promises a result.

## Frequently asked questions

Is there a Telegram group for government tenders?

Yes, many people run Telegram groups and channels that repost government tenders. They're unofficial: none of them is run by GeM or CPPP, and quality varies a lot. Use them for leads, then open the tender on the official portal before you act on it.

How do I find a tender WhatsApp group link?

Links get passed around on social media, websites and other groups. Before joining, remember that ordinary WhatsApp group members can see your phone number. If you only want alerts, a one-way channel or a bot that messages you directly exposes less.

Are tender WhatsApp groups safe?

The tender posts themselves are usually harmless copies of public data. The risk comes from what else shows up: unknown numbers messaging you, offers to 'set' a tender for a fee, and requests for your portal login. Never pay for a guaranteed award and never share an OTP.

Can anyone guarantee L1 or get a tender fixed for money?

No. L1 is simply the lowest price among qualified bids, worked out after the bids are opened. Police in India have registered cheating cases where traders paid lakhs to people who promised GeM contracts that never existed.

How can I get GeM tender alerts on Telegram?

You can follow a public tender channel and filter it yourself, or use an alert bot that matches GeM bids to your states and categories. TrackTender's Telegram bot sends a 9 AM digest of your top 10 matches, each with the bid number, buyer, deadline and EMD.

Where do I report a tender scam in India?

If you've lost money, call the national cyber crime helpline 1930 or file a complaint at cybercrime.gov.in quickly. Suspicious calls, SMS or WhatsApp messages can also be reported through the Chakshu facility on the Sanchar Saathi portal.
